Systolic is the pressure in the arteries when the heart muscle contracts. Diastolic is the pressure in the arteries when the heart relaxes between two heart beat.

Normal blood pressure is 120/80 mmHg in adults. So if your doctor says you are hypertension means the levels are above 140/90 mmHg.
